Financial sustainability of protected areas is one of the main challenges of management. Financial self-sufficiency is an important element in improving conservation effort in these areas. This study seeks to review best practices in recreational fee systems in different countries and to find a relevant entry fee for a wildlife sanctuary in Malaysia. The revenue of the National Elephant Conservation Center (NECC) in Kuala Gandah, Malaysia, comes from several sources, including the national government, but all these budgetary sources are strained (...) by tighter public budgets and greater demands. The present study investigates the introduction of visitor entrance fees to supplement an otherwise inadequate budget for supporting the operational costs of the sanctuary. Factor analysis and a double-bounded contingent valuation method were combined to estimate tourists' willingness to pay (WTP) the proposed entrance fee. Factor analysis showed that respondents' motivation to support the NECC with user fees is conditioned by their direct experiences with elephants, their satisfaction with NECC's educational programs and services, and other experiences it gives to users. The WTP model considered respondents' four motivation factors with their sociodemographic characteristics. Since NECC visitors arrive from both within and outside the country, this study suggests to center managers a two-tier fee structure (residents vs. nonresidents of Malaysia), based upon mean WTP estimates. This study further suggests that revenue from such an entrance fee for NECC could support the Center's management and development costs. © 2015 Elsevier B. (shrink)

This dissertation examines Sigmund Freud's psychoanalysis with particular regard to the problem of nihilism, and the philosophy of history that Edmund Husserl and Georg Lukacs argue is needed in its wake to restore reason's capacity to give order and direction to human life. I understand nihilism not merely as the theory that life is devoid of value, but rather as an historical crisis in the sense of autonomy that results from the separation of fact and value in the thoroughly rationalized (...) modern world. How, I ask, does Freud respond to this crisis? And how does his response stand in relationship to those offered by philosophers? Does psychoanalysis too provide a philosophy of history? ;To answer these questions, I first examine the development of psychoanalysis in response to the suffering of neurotics as a crisis in the authority of science to address human needs. I then explicate the problem of nihilism as it is registered by both Husserl and Lukacs, examine the philosophies of history that they each construct in response to it, and consider Freud's theory of civilization in relationship to them. ;By constructing philosophical methodologies to defend reason's teleology, I argue that both Husserl and Lukacs implicitly disavow the problem that they purport to address by presupposing the autonomy of reason, and treating the problem of nihilism as the result merely of a misconception concerning its place and function in the world. As late as 1923 Freud too presupposes reason's autonomy from the terror expressed in religion. However, with his subsequent recognition of the problem presented by the unconscious sense of guilt, Freud no longer treats the rational overcoming of illusion as an intrinsic good. He sees civilization too as radically ambivalent and revises his social theory as a critique of the discontent that immanently plagues it. Rather than a philosophy of history, I argue that Freud constructs a critique of the problem presented by the persistent demand for teleological orientation in a post-historical world. (shrink)

Labioplasty is a surgical procedure performed to alter the size and shape of the labia minora. The reasons for women requesting this procedure remain largely unknown and recently girls and young women under the age of 18 years have been requesting this type of surgery. This paper examines the ethical acceptability of performing this procedure on under 18s. We will first discuss whether labioplasty can be considered to be a therapeutic technique. We will claim that, while it is difficult to (...) offer a definitive definition of what constitutes a therapeutic technique, in our view labioplasty cannot be considered as such. This conclusion has relevance for the ethical acceptability of the procedure, its legal status in regard to the Female Genital Mutilation Act and the debates over who can give consent for it. It will be concluded that in our current state of knowledge, the benefits of labioplasty are far from clear, whereas the harms are demonstrable and therefore this procedure should not be offered to those aged under 18 years. Economic models are founded in the idea of taking individuals' preferences as both known and given. This article explores the evolution of personal preferences, within a context of both entrepreneurial discovery and Objectivist philosophy. It begins by formalizing Ayn Rand's theory of Objectivism applied to human values, and continues by modeling preference changes similar to Schumpeter's theory of creative destruction—a process of self-discovery. Next the role of societal factors is examined in forming shared preference sets. Emotional intelligence abilities relate to desirable outcomes such as better well-being, academic performance, and job performance. Previous research shows that coping strategies mediate the effects of ability EI on such outcomes. Across two cross-sectional studies, we show that coping strategies mediate the relationships of ability EI with both well-being and ill-being. Study 1 assessed EI with the Situational Test of Emotion Understanding and Situation Test of Emotion Management. Avoidant coping significantly mediated the relationship of both the STEU and STEM with (...) depression, anxiety, stress, and psychological well-being. EI was associated with lower avoidant coping, higher well-being and lower ill-being. Study 2 assessed EI with the Mayer–Salovey–Caruso Emotional Intelligence Test. Avoidant coping mediated the relationship between EI and ill-being, but not the relationship between EI and well-being. These effects were significant for three of the four EI branches—emotion perception, understanding, and management. We discuss possible reasons why avoidant coping may be an active ingredient by which lower EI relates to lower well-being. We also discuss a possible application of our findings—that EI training programs might benefit from including content aimed at reducing avoidant coping. (shrink)

In Southeast Asian countries (SEA), road transport accounts for the main energy consumption and CO2 emission. Air pollution is a major concern in densely populated cities such as Bangkok, Manila, and Kuala Lumpur. The main objective of this paper is to give insights on trends of transport development, car ownership, and CO2 emissions in Southeast Asia. This study also attempts to review the successful transportation policies around the globe and to introduce the possible instruments that can help reduce air pollution (...) in Southeast Asian countries. Economic instruments to estimate the benefits of a cleaner environment due to new policies are introduced as well. The results of this research could help policy makers consider approaches that could internalize external costs of transportation and maximize the societal welfare. (shrink)

Richard Levins (1930-2016) was an outstanding ecologist, population geneticist, biomathematician, philosopher of science, complexity theorist, and Marxist. Key to all aspects of his work was a dialectical logic of process and change. His work provides a framework for the understanding of crises in environment and society and their analytic relationship with capitalism and imperialism, as well as the tools for the critique of biological determinist justifications for the existing structures of power. A substantial portion of the developed world's population is increasingly dependent on machines to make their way in the everyday world. For certain privileged groups, computers, cell phones, PDAs, Blackberries, and IPODs, all permitting the faster processing of information, are commonplace. In these populations, even exercise can be automated as persons try to achieve good physical fitness by riding stationary bikes, running on treadmills, and working out on cross-trainers that send information about performance and heart rate.

As the Zika virus pandemic continues to bring worry and fear to health officials and medical scientists, Centers for Disease Control and Prevention (CDC) and World Health Organization (WHO) have recommended that residents of the Zika-infected countries, e.g., Brazil, and those who have traveled to the area should delay having babies which may involve artificial contraceptive, particularly condom. This preventive policy, however, is seemingly at odds with the Roman Catholic Church’s position on the contraceptive. As least since the promulgation of (...) Paul VI’s 1968 encyclical, Humanae Vitae, the Church has explicitly condemned artificial birth control as intrinsic evil. However, the current pontiff, Pope Francis, during his recent visit to Latin America, remarked that the use of artificial contraception may not be in contradiction to the teaching of Humanae Vitae while drawing a parallel between the current Zika Crisis and the 1960’s Belgian Congo Nun Controversy. The pope mentioned that the traditional ethical principle of the lesser of two evils may be the doctrine that justified the exceptions. The authors of this paper attempt to expand the theological rationale of the pope’s suggestion. In so doing, the authors rely on casuistical reasoning as an analytic tool that compares the Belgian Congo Nun case and the given Zika case, and suggest that the former is highly similar to, if not the same as, the latter in terms of normative moral feature. That is, in both cases the use of artificial contraception is theologically justified in reference to the criteria that the doctrine of the lesser of two evils requires. The authors wish that the paper would provide a solid theological-ethical ground based on which condom-use as the most immediate and effective preventive measure can be recommended in numerous Catholic hospitals as well as among Catholic communities in the world, particularly the most Zika-affected and largest Catholic community in the world, Brazil – 123 million present Brazilian citizens are reported to be Roman Catholic. Mechanical devices implanted in the body present implications for broad themes in religious thought and experience, including the nature and destiny of the human person, the significance of a person's embodied experience, including the experiences of pain and suffering, the person's relationship to ultimate reality, the divine or the sacred, and the vocation of medicine. Community-constituting convictions and narratives inform the method and content of reasoning about such conceptual questions as whether a moral line should be drawn between therapeutic or (...) enhancement interventions and/or between somatic and neural/cognitive interventions. By attending to these broader community-forming concepts, it is possible to identify three general orienting themes in religious perspectives on incorporated mechanical devices, which we shall designate as perspectives of “appropriation,” “ambivalence,” and “resistance.”. In this paper I will argue that in emergency cases, physician autonomy is soci-etally constrained under Principle VI of the American Medical Association's “Principles of Medical Ethics”1 The issue will be seen to turn on whether the contextual use of “emergency” should be construed narrowly or broadly; I argue for a broadened rendering. Although a societal emergency is not defined here, I recommend that the condition of inner city healthcare presents a paradigm “patient” for such emergency care. I further urge (...) that because societal constraints on physician autonomy are ambiguous and only derived indirectly in the AMA document, further AMA comment on physician autonomy and societal responsibility would advance clarity on the profession's commitment to the public trust. Intentional action involves both a series of neural events in the motor areas of the brain, and also a distinctive conscious experience that ''I'' am the author of the action. This paper investigates some possible ways in which these neural and phenomenal events may be related. Recent models of motor prediction are relevant to the conscious experience of action as well as to its neural control. Such models depend critically on matching the actual consequences of a movement against its internally (...) predicted effects. However, it remains unclear whether our conscious experience of action depends on a precise matching process, or a retrospective inference that ''I'' must have been responsible for a particular event. We report an experiment in which normal subjects judged the perceived time of either intentional actions, involuntary movements, or subsequent effects (auditory tones) of these. We found that the subject's intention to produce the auditory tone produced an intentional binding between the perceived times of the subject's action and the tone. However, if the intention was interrupted by an imposed involuntary movement, followed by the identical tone, no such binding occurred. The phenomenology of intentional action requires an appropriate predictive link between intentions and effects, rather than a retrospective inference that ''I'' caused the effect. (shrink)

Hegel’s defense of the welfare state retains appeal when grounded in dialogical human rights ethics defended as true normative ethical theory. His dialectic of trade passes through budding consumer desires in the once sovereign family and trade between households risking market-induced poverty, ending in market regulation by an external welfare state. The dialectic recurs on a higher level as we in domestic civil society turn to foreign products. Market-induced poverty generates an external global welfare state gradually visible in today’s international (...) financial institutions Hegel did not see. The US has fallen subject to the dialectic of trade, with relative economic decline and a more dialogical relation with the outside world. Yet a welfare state does not replace the market, but protects it against from itself. Entrepreneurship remains key to fighting world poverty. Beside mini-loans, “mini competitive economic colonialism”—neither classical political colonialism nor monopolistic economic neocolonialism—creates new consumer markets in the poorest nations for the products of developed nations, and vice versa: developing nations are not made dependent on a single foreign power or international financial organization, nor forced to generate investment capital domestically by an authoritarian suppression of consumption and democracy, nor forced to sacrifice economic development. Butler's book also lays claim to a significant place in both normative ethics and human rights studies in as much as it seeks to vindicate a universalistic, rational approach to human rights ethics. Butler's innovative approach is not based on murky claims to "natural rights" that supposedly hold wherever human beings exist; nor does it succumb to the traditional (...) problems of justification associated with utilitarianism, Kantianism, and other procedural approaches to human rights studies. Instead, Butler proposes "a dialectical justification of human rights by indirect proof" that claims not to be question begging. Very much in the spirit of Hegel and Habermas, Butler proposes to vindicate a "totally rational account of human rights," but one that depends concretely and historically on a dialectically constructed "right to freedom of thought in its universal modes.". This article evaluates the phenomenon of sexual reorientation therapy from the standpoint of Orthodox Christian theology. It is argued that homosexual desire is the product of the fall of mankind and cannot be considered “normal.” At the same time, however, reorientation therapies, whether secular or Christian, are inherently reductionistic and fail to address the underlying spiritual pathologies involved in homosexual desire. The purpose of therapeia in the Orthodox Church is the psycho-somatic transfiguration of the whole person into the image of (...) Is consciousness all in the head, or might the minimal physical substrate for some forms of conscious experience include the goings on in the (rest of the) body and the world? Such a view might be dubbed (by analogy with Clark and Chalmers’s ( 1998 ) claims concerning ‘the extended mind’) ‘the extended conscious mind’. In this article, I review a variety of arguments for the extended conscious mind, and find them flawed. Adams and Aizawa, in a series of recent and forthcoming papers,, ) seek to refute, or perhaps merely to terminally embarrass, the friends of the extended mind. One such paper begins with the following illustration: "Question: Why did the pencil think that 2+2=4? Clark's Answer: Because it was coupled to the mathematician" Adams and Aizawa ms p.1 "That" the authors continue "about sums up what is wrong with Clark's extended mind hypothesis". The example of the pencil, they suggest, (...) is just an especially egregious version of a fallacy said to pervade the literature on the extended mind. This fallacy, which they usefully dub the " coupling-constitution fallacy ", is attributed, in varying degrees and manners, to Van Gelder and Port, Clark and Chalmers, Haugeland, Dennett, Clark, Gibbs, and Wilson. The fallacy, of course, is to move from the causal coupling of some object or process to some cognitive agent, to the conclusion that the object or process is part of the cognitive agent, or part of the agent's cognitive processing ms p.2). Proponents of the extended mind and related theses, Adams and Aizawa repeatedly assert, are prone to this fallacy in part because they either ignore or fail to properly appreciate the importance of " the mark of the cognitive" viz the importance of an account of "what makes something a cognitive agent". The positive part of Adams and Aizawa's critique then emerges as a combination of the assertion that this "mark of the cognitive" involves the idea that "cognition is constituted by certain sorts of causal process that involve non-derived contents" and that these processes look to be characterized by psychological laws that turn out to apply to many internal goings-on but not currently to any processes that take place in non-biological tools and artifacts. In what follows, I shall try to show why these arguments display nothing so much as mutual failures of communication: crossed wires concealing a couple of real, important, but much more subterranean, disagreements. In particular, I try to show why the negative considerations advanced by Adams and Aizawa fail to successfully undermine the argument for the extended mind, and why their more radical positive story, unless supplemented by implausible additional claims, fails to cast doubt on the claim that minds like ours can extend into the world. Currently, there is widespread skepticism that higher cognitive processes, given their apparent flexibility and globality, could be carried out by specialized computational devices, or modules. This skepticism is largely due to Fodor’s influential definition of modularity. From the rather flexible catalogue of possible modular features that Fodor originally proposed has emerged a widely held notion of modules as rigid, informationally encapsulated devices that accept highly local inputs and whose opera- tions are insensitive to context. It is a mistake, however, to (...) equate such features with computational devices in general and therefore to assume, as Fodor does, that higher cognitive processes must be non-computational. Of the many possible non-Fodorean architectures, one is explored here that offers possible solutions to computational problems faced by conventional modular systems: an ‘enzymatic’ architecture. Enzymes are computational devices that use lock-and-key template matching to iden- tify relevant information (substrates), which is then operated upon and returned to a common pool for possible processing by other devices. Highly specialized enzymes can operate together in a common pool of information that is not pre-sorted by information type. Moreover, enzymes can use molecular ‘tags’ to regulate the operations of other devices and to change how particular substrates are construed and operated upon, allowing for highly interactive, context-specific processing. This model shows how specialized, modular processing can occur in an open system, and suggests that skepti- cism about modularity may largely be due to failure to consider alternatives to the standard model. Clark and Fischer's dismissal of extant human–robot interaction research approaches limits opportunities to understand major variables shaping people's engagement with social robots. Instead, this endeavour categorically requires multidisciplinary approaches. We refute the assumption that people cannot (correctly or incorrectly) represent robots as autonomous social agents. This contradicts available empirical evidence, and will become increasingly tenuous as robot automation improves.

This paper contrasts three different schemes of reference relevant to understanding systems of perceptual representation: a location-based system dubbed "feature-placing", a system of "visual indices" referring to things called "proto-objects", and the full sortal-based individuation allowed by a natural language. The first three sections summarize some of the key arguments (in Clark, 2000) to the effect that the early, parallel, and pre-attentive registration of sensory features itself constitutes a simple system of nonconceptual mental representation. In particular, feature integration--perceiving something (...) as being both F and G, where F and G are sensible properties registered in distinct parallel streams--requires a referential apparatus. Section V. reviews some grounds for thinking that at these earliest levels this apparatus is location-based: that it has a direct and nonconceptual means of picking out places. Feature-placing is contrasted with a somewhat more sophisticated system that can identify and track four or five "perceptual objects" or "proto-objects", independently of their location, for as long as they remain perceptible. Such a system is found in Zenon Pylyshyn's fascinating work on "visual indices", in Dana Ballard's notion of deictic codes, and in Kahneman, Treisman, and Wolfe's accounts of systems of evanescent representations they call "object files". Perceptual representation is a layered affair, and I argue that it probably includes both feature-placing and proto-objects. Finally, both nonconceptual systems are contrasted with the full-blooded individuation allowed in a natural language. (shrink)

_The Ethics of Need: Agency, Dignity, and Obligation_ argues for the philosophical importance of the notion of need and for an ethical framework through which we can determine which needs have moral significance. Mind, it is increasingly fashionable to assert, is an intrinsically embodied and environmentally embedded phenomenon. But there is a potential tension between two strands of thought prominent in this recent literature. One of those strands depicts the body as special, and the fine details of a creature’s embodiment as a major constraint on the nature of its mind: a kind of new-wave body-centrism. The other depicts the body as just one element in a kind of equal-partners dance between brain, body (...) and world, with the nature of the mind fixed by the overall balance thus achieved: a kind of extended functionalism (now with an even broader canvas for multiple realizability than ever before). The present paper displays the tension, scouts the space of possible responses, and ends by attempting to specify what the body actually needs to be, given its complex role in these recent debates. This volume brings together fourteen mostly previously published articles by the prominent Nietzsche scholar Maudemarie Clark. Thus, it will allow readers to see more easily how Clark's views fit together as a whole, exhibit important developments of her ideas, and highlight her distinctive voice in Nietzsche studies.

ObjectiveTo compare techniques for computing clustering and switching scores in terms of agreement, correlation, and empirical value as predictors of incident cognitive impairment.MethodsWe transcribed animal and letter F fluency recordings on 640 cases of ICI and matched controls from a national epidemiological study, amending each transcription with word timings. We then calculated clustering and switching scores, as well as scores indexing speed of responses, using techniques described in the literature. We evaluated agreement among the techniques with Cohen’s κ and calculated (...) correlations among the scores. After fitting a base model with raw scores, repetitions, and intrusions, we fit a series of Bayesian logistic regression models adding either clustering and switching scores or speed scores, comparing the models in terms of several metrics. We partitioned the ICI cases into acute and progressive cases and repeated the regression analysis for each group.ResultsFor animal fluency, we found that models with speed scores derived using the slope difference algorithm achieved the best values of the Watanabe–Akaike Information Criterion, but with good net reclassification improvement only for the progressive group. For letter fluency, different models excelled for prediction of acute and progressive cases. For acute cases, NRI was best for speed scores derived from a network model, while for progressive cases, the best model used clustering and switching scores derived from the same network model. Combining variables from the best animal and letter F models led to marginal improvements in model fit and NRI only for the all-cases and acute-cases analyses.ConclusionSpeed scores improve a base model for predicting progressive cognitive impairment from animal fluency. Letter fluency scores may provide complementary information. (shrink)

Adams and Aizawa, in a series of recent and forthcoming papers ((2001), (In Press), (This Volume)) seek to refute, or perhaps merely to terminally embarrass, the friends of the extended mind. One such paper begins with the following illustration: "Question: Why did the pencil think that 2+2=4? Clark's Answer: Because it was coupled to the mathematician" Adams and Aizawa (this volume) ms p.1 "That" the authors continue "about sums up what is wrong with Clark's extended mind hypothesis". The (...) example of the pencil, they suggest, is just an especially egregious version of a fallacy said to pervade the literature on the extended mind. This fallacy, which they usefully dub the "coupling-constitution fallacy", is attributed , in varying degrees and manners, to Van Gelder and Port (1995), Clark and Chalmers (1998), Haugeland (1998), Dennett (2000), Clark (2001), Gibbs (2001), and Wilson (2004). The fallacy, of course, is to move from the causal coupling of some object or process to some cognitive agent, to the conclusion that the object or process is part of the cognitive agent , or part of the agent's cognitive processing (see e.g. Adams and Aizawa (This volume) ms p.2). Proponents of the extended mind and related theses, Adams and Aizawa repeatedly assert, are prone to this fallacy in part because they either ignore or fail to properly appreciate the importance of " the mark of the cognitive" viz the importance of an account of "what makes something a cognitive agent" (op cit ms p.3). The positive part of Adams and Aizawa's critique then emerges as a combination of the assertion that this "mark of the cognitive" involves the idea that "cognition is constituted by certain sorts of causal process that involve non-derived contents" (e.g. op cit ms p.3) and that these processes look to be characterized by psychological laws that turn out to apply to many internal goings-on but not currently (as a matter of contingent empirical fact) to any processes that take place in non-biological tools and artifacts. In what follows, I shall try to show why these arguments display nothing so much as mutual failures of communication: crossed wires concealing a couple of real, important, but much more subterranean, disagreements. In particular, I try to show why the negative considerations advanced by Adams and Aizawa fail to successfully undermine the argument for the extended mind, and why their more radical positive story, unless supplemented by implausible additional claims, fails to cast doubt on the claim that minds like ours can (without the need for any radically new techniques, technologies or interventions) extend into the world. Optimization models have often been useful in attempting to understand the adaptive significance of behavioral traits. Originally such models were applied to isolated aspects of behavior, such as foraging, mating, or parental behavior. In reality, organisms live in complex, ever-changing environments, and are simultaneously concerned with many behavioral choices and their consequences. This target article describes a dynamic modeling technique that can be used to analyze behavior in a unified way. The technique has been widely used in behavioral studies of (...) insects, fish, birds, mammals, and other organisms. The models use biologically meaningful parameters and variables, and lead to testable predictions. Limitations arise because nature's complexity always exceeds our modeling capacity. (shrink)

In this paper we provide a psychological account of the nature and development of explanation. We propose that an explanation is an account that provides a conceptual framework for a phenomenon that leads to a feeling of understanding in the reader/hearer. The explanatory conceptual framework goes beyond the original phenomenon, integrates diverse aspects of the world, and shows how the original phenomenon follows from the framework. We propose that explanations in everyday life are judged on the criteria of empirical accuracy, (...) scope, consistency, simplicity, and plausibility. We conclude that explanations in science are evaluated by the same criteria, plus those of precision, formalisms, and fruitfulness. We discuss several types of explanation that are used in everyday life – causal/mechanical, functional, and intentional. We present evidence to show that young children produce explanations that have the same essential form as those used by adults. We also provide evidence that children use the same evaluation criteria as adults, but may not apply those additional criteria for the evaluation of explanations that are used by scientists. (shrink)
